1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on February 21, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion, presentation, and possible action regarding Oklahoma C-PACE presentation - Nancy Graham, INCOG.

 

8. Discussion and possible action to consider letting for sealed bid for purchase of used Firefighting Pumper engine for Olive Volunteer Fire Department, REAP grant #230121, bid #23-14.

 

9. Discussion and possible action to consider awarding contract to replace the overhead doors at the Bristow Fire Department. - Fire Chief, Charles Conkling.

 

10. Discussion and possible action to approve right-of-way improvement project 30474(04); CIRB-219C(XXX)RB; Creek County, Parcels 1, 2.1, 3, and 3.1, to acquire land and improvements offer of $3,840.00 for damages.

 

11. Discussion and possible action to consider signing a memorandum of understanding with Flock Group, Inc. for license plate detection - Bret Bowling, Sheriff.

 

13. Discussion and possible action to consider choosing engineering selection for Creek County District #1, 36110, Bridge 191, N3800, unnamed creek.

 

14. Discussion and possible action to establish an account for the Mental Health Court Program fund (aka Anna McBride) personal services account, 7207-1-0100-1110, and maintenance and operations account, 7207-1-0100-2005, and to direct the Creek County Treasurer to deposit funds into the newly established account.

 

15. Discussion and possible action to consider adding Requisitioning officers Kelly Allen and Maryann Hon- Johnson for the Mental Health Court Program fund (7207-1-0100-1110, 7207-1-0100-2005).

 

16. Discussion and possible action to consider adding Receiving officers Kimberly Hight and Andrew Goforth for the Mental Health Court Program fund (7207-1-0100-1110, 7207-1-0100-2005).

 

17. Discussion and possible action to consider approving a utility permit request from Shrum Excavating Co., Inc., to cross West 176th Street approximately 50 feet west of South 89th West Avenue in District #2.

 

18. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross 241st Street approximately 0.13 miles south of the 241st West Avenue and 203rd Street South junction in District #1.

 

19. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross 141st Street South approximately 0.21 miles east of the 257th West Avenue and 141st St South junction in District #3.

 

20. Discussion and possible action on request for additional funding for the current appraisal contract with Green Country Valuation Services- Haley Anderson, Assessor.

 

21. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to open sealed bids, bid #23-11, for the City of Sapulpa, ARPA project #1566-1-74066-4110.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
