 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on September 18, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning case CCZ-2117; Applicant, MSP Investments, requests approval of rezoning from Agricultural District to Industrial District on subject tract to allow gravel plant, recycling concrete into gravel located at 23833 South 369th West Avenue in Bristow - Wendy Murray, Planning Office.

 

8. Discussion and possible action to consider case CCPP-2023-04; Sunset Meadows; Applicant, Ritchie Land Company, requests approval of a preliminary plat for a residential subdivision "Sunset Meadows", consisting 14 tracts on 160 acres subject tract are located at NW corner of South 49th West Avenue and West 181st Street South in Mounds - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning case CCZ-2118; Applicant, Adaptable Land Management, requests approval of rezoning from Agricultural District to Industrial District on subject tract to allow machine shop, electrician services, home repair services and off-site service contractor located 9023 Frankoma Road in Tulsa - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider case CCPP-2023-03; Shamrock Addition; Applicant, Shamrock Land, LLC, requests approval of a preliminary plat for a residential subdivision "Shamrock Addition", consisting of 90 tracts on 803.4 acres subject tract is located at ¼ mile East of South 513th West Avenue off of West Highway 16 in Depew - Wendy Murray, Planning Office.

 

11. Discussion and possible action to consider proposed text amendment to the Creek County Planning and Zoning Regulations that will affect all zoning districts.

 

12. Discussion and possible action regarding the Creek County Treasurer's Financial Statement for fiscal year 2023 - Treasurer's Office.

 

13. Discussion and possible action to sign a resolution concerning CD investments for Creek County general funds - Rick Engleman, Treasurer.

 

14. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Treasurer's Office - Rick Engleman, Treasurer.

 

15. Discussion and possible action regarding adoption of 2023/2024 INCOG REAP resolution and authorization for Chairman to sign - Barbara Albritton, INCOG.

 

16. Discussion and possible action on reimbursement of personal protective equipment for the Highway districts.

 

17. Discussion and possible action to publish notice of sale at Manheim Public Auction for vehicles surplused by the Creek County Sheriff, Resolution #24-133.

 

18. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Clerk's Office - Jennifer Mortazavi, County Clerk.

 

19. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #7 to cross South 84th West Avenue approximately .2 miles north of West 191st Street South in District #1.

 

20. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
