 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 28, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider adoption of a Resolution approving the incurrence of indebtedness by the Creek County Educational Facilities Authority (the "Authority") issuing its Lease Revenue Bonds, Series 2023 (Drumright Public Schools Project); providing that the organizational document creating the Authority is subject to the provisions of the Indenture of Trust, authorizing the issuance of said Bonds; waiving competitive bidding and approving the proceedings of the Authority pertaining to the sale of said Bonds; and containing other provisions relating thereto.

 

8. Discussion and possible action to consider allowing the Ladies for Liberty to use the Commissioners' Meeting room to host a speaking engagement regarding the 30 x 30 Land Grab on September 11, 2023, 11:30 a.m. to 1:30 p.m. - Dee Dobson, Ladies for Liberty.

 

9. Discussion and possible action on approving the Financial Statement and Estimate of Needs for Creek County for FY 2023-2024.

 

10. Discussion and possible action to consider engaging the State Auditor and Inspector for an audit of the Treasurer's Office pursuant to 19 O.S. § 171(E), at the request of incoming Treasurer, Rick Engleman.

 

11. Discussion and possible action to open the 3-month Asphalt and Emulsions Products and Professional Services, Bid #24-5.

 

12. Discussion and possible action to award sealed bid for purchase of 5 or more refurbished 800mhz handheld portable radios, Bid #24-4, Creek County Sheriff.

 

13. Discussion and possible action for approval of an addition to District #2 County barn.

 

14. Discussion and possible action to consider approval or disapproval of Independent Contractor Agreement for Carol Parrett, dba Dirt Road Data, for the 2023-2024 fiscal year for the Creek County Assessor's Office.

 

15. Discussion and possible action to consider disposal of equipment for the Creek County Highway District #2 - Leon Warner, Commissioner.

 

16. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Assessor's Office - Haley Anderson, Assessor.

 

17. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

18. Discussion and possible action to consider removing Receiving Officer Lynn Wick and adding Angela Holladay for the Creek County Clerk's Office (0001-1-1000-1110/F1A; 0001-1-1000-1320/F1C; 0001-1-1000-2005/F2; 0001-1-1000-4110/F3) (1208-1-1000-2005/CCLF1) (1209-1-1000-1130/CCPF1; 1209-1-1000-2005/CCPF1).

 

19. Discussion and possible action to consider removing Receiving Officer Amy Quinn and adding Lynn Wick for the Creek County Highway District #2 (1102-6-4200-1110/T1A-2; 1102-6-4200-1320/T1C-2; 1102-6-4200-2005/T2-2; 1102-6-4200-4110/T3-2) (1102-6-6500-2005; 1102-6-6520-2005) (1313-6-8042-2005/HTX2-2; 1313-6-8040-4110/HTX3) (1103-6-4200-4030/CBI 2; 1103-6-4000-4030/CBI A).

 

20. Discussion and possible action to consider approval of the Schedule of Expenditures of Federal Awards to be submitted to the Oklahoma State Auditor's Office, for Fiscal Year's ending 2021, 2022, and 2023.

 

21. Discussion and possible action to consider adding Barbara Woodard as a replacement for the Creek County Ambulance Board.

 

22. Discussion and possible action to consider a replacement for the Creek County Excise Board.

 

23. Discussion and possible action to consider approval or disapproval and/or renewal of the following contracts for the 2023-2024 fiscal year:

 

i. Bristow Fire Department Inter-cooperative agreement

ii. Oklahoma Office of Juvenile Affairs Detention Transportation contract

 

24. Discussion and possible action to consider approving a utility permit request from TDS Telecom to cross and parallel South 49th West Avenue approximately 0.3 miles south of the West 181st Street South point in District #1.

 

25. Discussion and possible action on updating the county handbook.

 

26. Discussion and possible action to consider sending a letter of intent to pursue an opioid abatement grant from the Oklahoma Opioid Abatement Board.

 

27. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
