1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on October 16, 2023.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion and possible action to consider signing deed and transcript for property sold on October 16, 2023, described as 119 East Wood Street in Drumright.
8. Discussion and possible action to correct a County Deed signed on October 10, 2023.
9. Discussion and possible action to consider rezoning/lot split cases CCZ-2119 and CCLS-2927; Applicant, Circle Bell Cattle Co., requests approval of rezoning from Agriculture to Light Residential on tract 1 and tract 2, with tract 3 remaining Agriculture, to allow a lot split located at 24538 South 385th West Avenue in Bristow - Wendy Murray, Planning Office.
10. Discussion and possible action to consider rezoning case CCZ-2120; Applicant, Douglas Meadows, requests approval of rezoning from Agriculture zoning to Commercial zoning on subject tract to allow mini storages located at 20564 West Highway 66 in Bristow - Wendy Murray, Planning Office.
11. Discussion and possible action to consider signing the 2022 employee health insurance renewal - Lisa Barton, Relation Insurance.
12. Discussion and possible action to consider changing the speed limit from 45 MPH to 25 MPH on South 49th West Avenue from West 158th Street South to West 151st Street South, making that section a school zone, and changing the speed limit on South 49th West Avenue from West 158th Street South to West 161st Street South from 45 MPH to 35 MPH in District #1.
13. Discussion and possible action to sign the 911 Management Authority State-Local Agreement for an E-911 Sustainability Grant awarding $3,219.00 to the County Public Safety Answering Point (PSAP) - Bret Bowling, Sheriff.
14. Discussion and possible action to create E-911 Sustainability Grant fund accounts (1569-2-3601-1110; 1569-2-3601-2005; 1569-2-3601-4110, revenue code 9241.
15. Discussion and possible action to consider approval of a juvenile detention contract with Okmulgee County for the remainder of the 2023-2024 fiscal year - Bret Bowling, Sheriff.
16. Discussion and possible action to consider approval of a juvenile detention contract with Muskogee County for the remainder of the 2023-2024 fiscal year - Bret Bowling, Sheriff.
17. Discussion and notice of a Memorandum of Understanding with Kiefer Public Schools Campus Police - Bret Bowling, Sheriff.
18. Discussion and possible action on Creek County Courthouse coping repair.
19. Discussion and possible conveyance of county-owned property located at 720 West Walnut Street from the County to the Creek County Home Finance Authority pursuant to 19 O.S. § 349.
20. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Health Department M&O fund (1216-3-5000-2005/MD2) with a check from Sooner Hospitality, LLC in the amount of $238.00, as reimbursement for overpayment made to Holiday Inn Express/Sooner Hospitality, LLC, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.
21. Discussion and possible action to consider directing the Creek County Treasurer to credit the Opioid Abatement Settlement - All Settlement, No Sub-department fund (1251-3-6700-2005) with a check from Milestone & Co., LLC in the amount of $31,851.23, as Pre-Appeal Allocation to Entity, minus 15% for Attorney Fees, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.
22. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross West 171st Street South approximately 0.33 miles East of the South 241st West Avenue and West 171st Street South point in District #1.
23. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #2 to cross South Hickory Street approximately .23 miles north of the West 161st Street South and South Hickory Street point in District #1.
24. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to cross 6433 South 161st West Avenue approximately 3.40 miles West and 3.49 miles north of the State Highway 97 and State Highway 66 junction in District #2.
25. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
- Discussion and possible action to consider using ARPA funds on road and bridge projects.
