 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 14, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning case CCZ-2116; Applicants, Frankie and Amber Pierce, request approval of rezoning from Agriculture District to Residential Manufactured Home District on subject tract to allow one manufactured home located at 6913 West 67thStreet South in Tulsa - Wendy Murray, Planning Office.

 

8. Discussion and possible action to consider allowing Sapulpa Main Street to use the Courthouse parking lot for the Route 66 Blowout on September 9, 2023 - Cindy Lawrence.

 

9. Discussion and possible action to approve memorandum of understanding between the City of Bristow and Creek County regarding the creation of a joint project plan and increment district for the Bristow hotel project.

 

10. Discussion and possible action to consider removing Receiving Officer James Carathers and replacing with Taylor Smith for the Kellyville Volunteer Fire Department (1321-2-8305-2005, 1321-2-8305-4110).

 

11. Discussion and possible action to consider approval of the Schedule of Expenditures of Federal Awards to be submitted to the Oklahoma State Auditor's Office.

 

12. Discussion and possible action to let for the 3-month Asphalt and Emulsions Products and Professional Services, Bid #24-5.

 

13. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.

 

14. Discussion and possible action to consider using $40,227.00 of deductible funds to pay for a sheriff deputy vehicle which was totaled upon being sideswiped by a tow truck on July 18, 2023.

 

15. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

16. Discussion and possible action to consider approval or disapproval and/or renewal of Quadient Leasing USA for the 2023-2024 fiscal year for the Sheriff's Office.

 

17. Discussion and possible action to consider signing the Cooperative Extension Services Agreement between the State and the County for fiscal year 2023/2024.

 

18. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Highway District #2 - Leon Warner, Commissioner.

 

19. Discussion and possible action on updating the county handbook.

 

20. Discussion and possible action to direct the Creek County Treasurer to credit the Creek County Commissioners General Fund (0001-1-2300-1222/R4) with checks received from Benefit Resources, Inc. on a continuing basis during the 2023/2024 Fiscal Year, as per Title 62 O.S.§335, and procedures implemented by the State Auditor's Office.

 

21. Discussion and possible action to consider approving a utility permit request from Randy B. Owens to cross West 71st Street South at the South 225th West Avenue junction in District #2.

 

22. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
