1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on March 20, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider signing deed and transcript for property sold on March 20, 2023, for property described as Harley Fulkerson 2nd, Lot 6, Block 2 in Drumright.

 

8. Discussion and possible action to consider rezoning/lot split cases CCZ-2101 and CCLS-2881; Applicant, AAB Engineer, LLC, requests approval of rezoning from Agricultural to Commercial on Tract A and Tract B to remain Agricultural to allow lot split located at northwest corner of the intersection of Highway 33 and Highway 48 in Mannford - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning case CCZ-2100; Applicant, Amy Prosser, requests approval of rezoning from a Light Residential to Heavy Residential to allow town houses with the approval of BOA-469 subject tract located at 10572 South 49th West Avenue in Sapulpa - Wendy Murray, Planning Office. 

 

10. Discussion and possible action to let for bid for Courthouse coping repair, bid #23-17.

 

11. Discussion and possible action to award sealed bid for a metal storage building for the fairgrounds, bid #23-12 - Jon Keiffer.

 

12. Discussion and possible action to let for sealed bid for Food and Commissary Services for the Creek County Justice Center, bid #23-15.

 

13. Discussion and possible action to adopt a Citizen Participation Plan for community development needs for a Community Development Block Grant (CBDG) for the 2023 Grant Application.

 

14. Discussion and possible action to have a Public Hearing on community development needs for a Community Development Block Grant (CDBG) for the 2023 Grant Application.

 

15. Discussion and possible action to select the 2023 project for a Community Development Block Grant for the 2023 Grant Application.

 

16. Discussion and possible action to adopt the Community Development Block Grant Resolution requesting assistance from the Oklahoma Department of Commerce.

 

17. Discussion and possible action to authorize the Chairman to Execute Application Documents for the 2023 Community Development Block Grant Application.

 

18. Discussion and possible action to consider signing contract for updating the Creek County Hazard Mitigation Plan between Creek County and INCOG.

 

19. Discussion and possible action to consider designating unused real property of the county as unneeded for courthouse or jail purposes and requesting the Judge of the District Court appoint disinterested freeholders of the county to appraise the property so that it may be sold. Property is located at the northwest corner of the South Creek Avenue and West 2nd Street South intersection in Drumright, Oklahoma. 

 

20. Discussion and possible action on the yearly ODOT certified mileage map.

 

21. Discussion and possible action to consider surplus and disposal of equipment for Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

22. Discussion and possible action to add Receiving Officer Jerry Henderson to Highway District #3 (1102-6-4300-1110/T1A-1; 1102-6-4300-1320/T1C-3; 1102-6-4300-2005/T2-3; 1102-6-4300-4110/T3-3) (1102-6-6530-2005) (1103-6-4300-4030/CBI-3) (1313-6-8043-2005/HTX2-3), retaining Cindy Smith, and Justin Evans.

 

23. Discussion and possible action to consider surplus and disposal of equipment for Creek County District #3 - Jarrod Whitehouse, Commissioner.

 

24. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to parallel West 64th Street South approximately 2.89 miles north and 0.86 miles west of the US Highway 44 and State Highway 364 junction in District #2.

 

25. Discussion and possible action to consider approving a utility permit request from AT&T Oklahoma to parallel North Frankhoma Road and Ridgeview Street approximately .3 miles of the Interstate 44 in District #3.

 

26. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to transfer a Mobile Command Vehicle to the Creek County Sheriff's Department.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
