1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on June 19, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action regarding Disaster Emergency Proclamation for Creek County, Oklahoma, due to storm events beginning June 17, 2023.

 

8. Discussion and possible action to consider rezoning case CCZ-2108; Applicant, Anastasia Beal, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home District on subject tract to allow one manufactured home located at 18153 South 337th West Avenue in Bristow - Wendy Murray, Planner.

 

9. Discussion and possible action to consider rezoning case CCZ-2109; Applicant, Cecil Busby, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home District on subject tract to allow one manufactured home located at 6933 West 62nd Street South in Tulsa - Wendy Murray, Planner.

 

10. Discussion and possible action to consider rezoning/lot split cases CCZ-2110 and CCLS-2902; Applicant, Dow Bushyhead, requests approval of rezoning from Agricultural to Light Residential District to allow a lot split resulting into Tracts 1, 2 and 3 located South of Keystone Loop on Basin Road in Mannford - Wendy Murray, Planner.

 

11. Discussion and possible action to consider rezoning/lot split cases CCZ-2112 and CCLS-2905; Applicant, Dustin Lousch, requests approval of rezoning from Agriculture to Light Residential district on subject tract to allow a lot split located on 22018 West Cedar Lane in Sapulpa - Wendy Murray, Planner.

 

12. Discussion and possible action to sign the June 30, 2023, Financial Statement for the Resale Property Fund.

 

13. Discussion and possible action to award sealed bid for Lease Purchase of one or more New or Demo Custom Cab Pumpers, bid #23-19, Drumright Fire Department.

 

14. Discussion and possible action to let for bid for rock crushing machine, bid #23-28.

 

15. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Insurance account (0001-1-2300-1222/R4) with funds from Benefit Resources, Inc., in the amount of $773.24, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

16. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross North Walnut Drive approximately 3.30 miles north and 0.26 miles east of the State Highway 97 and State Highway 166 junction in District #2.

 

17. Discussion and possible action to consider approving a utility permit request from East Central Electric Cooperative to cross Windmill Road south of West 311th Street South Section 9, Township 14N, Range 7E in District #3.

 

18. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to award sealed bid for curry well rehab/pump, electric to Smith Pump and Well Service (also known as Smith Pump Enterprises, LLC) approved by the City of Drumright on June 20, 2023, ARPA project 1566-5.18-74030-4110, phase 1, and REAP projects #220120 and #210103, Bid #23-20.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
