1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on July 17, 2023, and correcting minutes for meeting held on July 10, 2023, item #16.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning/lot split cases CCZ-2114 and CCLS-2909; Applicant, Darrell Toliver, requests approval of rezoning from Agriculture zoning to Light Residential on tract 2 to allow a lot split. Tract 1 and 3 to remain Agriculture. Subject tract is located at 10541 Sahoma Lake Road in Sapulpa - Wendy Murray, Planning Office.

 

8. Discussion and possible action to consider case CCPW-2023-01; Applicant, Tony Smith, requests approval of a plat waiver to allow a rezone/lot split with an easement. Subject tract is located at 25011 South 529th West Avenue in Depew - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning/lot split cases CCZ-2115 and CCLS-2910; Applicant, Tony Smith, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home on tract 1 to allow a lot split. Tract 2 to remain Agriculture. Subject tract is located at 25011 South 529th West Avenue in Depew - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider case CCPP-2023-02 Cornerstone; Applicant, Mark Evans, requests approval of a preliminary plat for a commercial subdivision "Cornerstone", consisting of 4 lots in 3 blocks. Subject tract is located at 21287 South 349th West Avenue in Bristow - Wendy Murray, Planning Office.

 

11. Discussion and possible action to reappoint a board member to the Creek County Planning Commission.

 

12. Discussion and possible action to consider approval or disapproval and/or renewal of the following contracts for the 2023-2024 fiscal year:

 

i. Air Comfort, Inc. Maintenance agreement

ii. Cherokee County Juvenile Justice contract

iii. Brooks Jeffrey Marking, Inc. website hosting renewal agreement

iv. Standley Systems Copier Contract - Commissioners

v. Standley Systems Full Maintenance Agreement - Election Board

 

13. Discussion and possible action to consider approving change order request for storage building at the Fairgrounds, Bid #23-12 - Jon Keiffer, Fairgrounds.

 

14. Discussion and possible action to open and award bids for a bridge inspection trailer, bid #24-1.

 

15. Discussion and possible action to sell a 2000 International CC 470 Fuel Truck at public auction.

 

16. Discussion and possible action to consider surplus of equipment for the Creek County Highway District #2 - Leon Warner, Commissioner.

 

17. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Highway District #3 Highway Tax account (1313-6-8043-2005/HTX2-2) with $22.00 cash from the Oklahoma Tax Commission as change from the purchase of registration and fees on a 2008 Int'l truck, Inventory #193-303-0077, originally quoted as $91.00 but actual cost was $69.00, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

18. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc., to cross 3922 West 91st Street approximately 1.37 miles west and 1.53 miles north of the US 75 and State Highway 364 junction in District #3.

 

19. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc., to cross 9629 South 92nd West Avenue approximately 0.91 miles east and 0.87 miles north of the US 44 and State Highway 97 junction in District #1.

 

20. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds for the Turn Key additional staffing at the jail for the 2023-2024 fiscal year.
  •  Discussion and possible action to consider using ARPA funds on road and bridge projects.
