1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on September 11, 2023.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion and possible action to consider holding a public hearing on October 16, 2023, regarding the addition of currently existing public roads to the Official Creek County Maintenance System described as: Beginning at the corner of South 339th West Ave and West 265th Street South going West approximately 661 feet to South 341st West Avenue then continuing South approximately 2990 feet, all in Section 17, Township 15 North, Range 9 East.
8. Discussion and possible action regarding the Treasurer's Office Investment Policy.
9. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.
10. Discussion and possible action on the appointment for County Excise Board/Board of Equalization.
11. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Juvenile Justice Center - Bret Bowling, Sheriff.
12. Discussion and possible action to consider signing Memorandum of Understanding between the Muscogee (Creek) Nation and Creek County - Jarrod Whitehouse, Commissioner.
13. Discussion and possible action to consider approving a utility permit request from Davis H. Elliot Company to cross South Moccasin Place along West 151st Street South approximately 1.437 miles west of the Highway 75A and West 151st Street South junction in District #1.
14. Discussion and possible action to consider approving a utility permit request from Oklahoma Gas and Electric Company to cross Frankhoma Road (US Route 66) approximately 0.0076 miles northwest of the Frankhoma Road and South 80th West Avenue point in District #2.
15. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government M&O fund (0001-1-2000-2005/R2) with an auto-deposit from the Oklahoma Department of Emergency Management in the amount of $43,696.01, as reimbursement for 75% of the Multi-Jurisdiction Multi-Hazard Mitigation Plan, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.
16. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
