1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on May 15, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning/lot split cases CCZ-2102 and CCLS-2883; Applicants, Michael and Lois Newman, request approval of rezoning from Light Residential to Commercial District to allow the continued use of existing business on tract 2 and tract 1 to remain Light Residential to allow lot split located at 14311 South 49th West Avenue in Kiefer - Wendy Murray, Planning Office.

 

8. Discussion and possible action to consider rezoning/lot split cases CCZ-2104 and CCLS-2891; Applicants, Brandon and Julia Firey, request approval of rezoning from Agriculture zoning to Light Residential on tract 2 for the existing home and tract 1 to remain Agriculture located at 20204 West 66th Street South in Sand Springs - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning/lot split cases CCZ-2105 and CCLS-2897; Applicants, Joe and Jessie Conley, request approval of rezoning from Agriculture zoning to Residential Manufactured Home District on tract 2 for the existing home and tract 1 to remain Agriculture located at 19521 South 145th West Avenue in Sapulpa - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider rezoning/lot split cases CCZ-2106 and CCLS-2898; Applicant, RK TRUST, requests approval of rezoning from Agriculture zoning to Light Residential on tract 1 and tract 2 to remain Light Residential/Agriculture located at 29665 Old Highway 66 in Bristow - Wendy Murray, Planning Office.

 

11. Discussion and possible action to consider rezoning case CCZ-2107; Applicants, Brett and Dwaina Smith, request approval of rezoning from Agriculture zoning to Light Residential on subject tract for the existing home located at 29625 Old Highway 66 in Bristow - Wendy Murray, Planning Office.

 

12. Discussion and possible action to consider rezoning/lot split cases CCZ-2103 and CCLS-2888; Applicant, HTN Properties LLC, requests approval of rezoning from Light Residential to Commercial on Tract A and Tract B to remain Light Residential to allow lot split located at 11131 West 71st Street in Sapulpa - Wendy Murray, Planning Office.

 

13. Discussion and possible action to consider signing a Supplemental and Modification Agreement to the Project Maintenance, Financing, and Right-of-Way Agreement on JP 3047304, STP-219D(109)CI, 30473(04) Bridge No. 23 over Tributary to Little Salt Creek to add federal funds and update estimates regarding the project.

 

14. Discussion and acknowledgment by the Board of the State Auditors Office audit of county financials pursuant to 19 O.S. § 171 and acceptance of engagement letters for the same.

 

15. Discussion and notice of audit report of the Circuit Engineering District #1 for the period of July 1, 2021, through June 30, 2022, by the State Auditor and Inspector's Office.

 

16. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

17. Discussion and possible action to consider removing Requisitioning Officer Stephanie Brandsness and adding Anthony Beard for the Silver City Volunteer Fire Department (1321-2-8313-2005, 1321-2-8313-4110).

 

18. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
  • Discussion and possible action to consider using ARPA funds on a combined Emergency Management, Sheriff's Office, and 911 Call Center building.
