 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on September 5, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider signing a resolution declaring the intent to consider approval of a project plan and creation of a tax increment district or districts under the local development act; directing preparation of a project plan; appointing a review committee; directing the review committee to make findings as to eligibility and financial impact, if any, on taxing jurisdictions and business activities within the district; and directing the review committee to make a recommendation with respect to the proposed project, Bristow Hotel Project.

 

8. Discussion and possible action regarding the appointment of a member of the Board to the review committee presumably created by the item above.

 

9. Discussion and possible action to consider signing a Disaster Assistance Agreement for Emergency and Major Disasters between the State of Oklahoma and Creek County - Jacob Pilgrim, Assistant Director of Emergency Management.

 

10. Discussion and possible action to award the 3-month Asphalt and Emulsions Products and Professional Services, Bid #24-5.

 

11. Discussion and possible action to let for sealed bid for an IP-based, Premise Telephone System for the Creek County Sheriff, Bid #24-6.

 

12. Discussion and possible action to consider signing resolution to participate in the County Road Machinery and Equipment Revolving Fund at ODOT.

 

13. Discussion and acknowledgement of FY2024 solid waste awards/storm debris cleanup assistance program.

 

14. Discussion and possible action to consider sending a letter of intent to pursue an opioid abatement grant from the Oklahoma Opioid Abatement Board.

 

15. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Clerk's Office - Jennifer Mortazavi, County Clerk.

 

16. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

 

 

17. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Sheriff's Capital Outlay account (0001-2-0400-4110/B3) with funds from ACCO in the amount of $40,227.00 as reimbursement for damages to a 2021 Dodge Charger from an accident which occurred on August 31, 2023, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

18. Discussion and possible action on updating the county handbook.

 

19. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action regarding request of ARPA funds by the Creek County Planning Office for Eagleview high-resolution imagery covering the entire county.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
