1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on December 11, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning case CCZ-2122; Applicant, Michael Swagerty, requests approval of rezoning from Agriculture zoning to Light Residential zoning on subject tract to allow a second dwelling for a family home on 10 acres or more located at 7141 South 77th West Avenue, Tulsa - Wendy Murray, Planning Office.

 

8. Discussion and possible action to consider case CCZ-2123 and CCLS-2931; Applicant, Jackie D Carner, requests approval of rezoning from Agriculture zoning to Light Residential zoning on tract 2 and tract 1 to remain Agriculture to allow a lot split located at 7571 West 191st Street South, Mounds - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider case CCFP-2023-02; Sunset Meadows; Applicant, Ritchie Land Company, requests approval of a final plat for a residential subdivision "Sunset Meadows", consisting of 14 tracts on 160 acres subject tract is located at the northwest corner of South 49th West Avenue and West 181st Street South, Mounds - Wendy Murray Planning Office.

 

10. Discussion and possible action to consider case CCZ-2124 and CCLS-2934; Applicant, Dana Tramonte, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home zoning on tract 1 and tract 2 to remain Agriculture to allow a lot split located at 35917 West 36th Street South, Mannford - Wendy Murray, Planning Office.

 

11. Discussion and possible action to consider rezoning case CCZ-2125; Applicant, Soltani Properties, LLC, requests approval of rezoning from Agriculture zoning to Commercial zoning on subject tract to allow soil testing facility located at 10996 South 193rd West Avenue, Sapulpa - Wendy Murray, Planning Office.

 

12. Discussion and possible action to consider changing the county Emergency Service Numbers (ESN) to reflect county jurisdiction for the 911 Public Safety Answering Point (PSAP) - Bret Bowling, Sheriff.

 

13. Discussion and possible action to consider signing revised resolution, #2023-150, for non-participation in the County Road Machinery and Equipment Revolving Fund at ODOT for District #1 and District #2.

 

14. Discussion and possible action to award sealed bid for the 3-month asphalt and emulsion products and services, bid #24-7.

 

15. Discussion and possible action to award sealed bid for the 6-month bridge and highway materials and professional services, bid #24-8.

 

16. Discussion and possible action to consider signing division order between Creek County and Above Ground Level, LLC, for Elephant 1-5 well, located on property located in Section 5, Township 19 North, Range 08 East (0.0005667 Interest).

 

17. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.

 

18. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross South 241st West Avenue approximately 1.5 miles east of the southwest corner of the Highway 33 and South 241st West Avenue junction in District #2.

 

19. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
