1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on July 24, 2023.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action regarding the appointment of the Creek County Treasurer.

 

8. Discussion and possible action to consider adding Randi Hill as a Requesting Officer for the OSU Extension Office.

 

9. Discussion and possible action to consider approval or disapproval and/or renewal of the following contracts for the 2023-2024 fiscal year:

 

i. ACS - Advanced Copier Systems Order Agreement - Sheriff's Office

ii. Digi SmartSense, LLC Healthcare Monitoring Agreement - Health Department

iii. Dotcom Leasing, LLC Equipment Lease Agreement - Health Department

iv. The Meadows Center for Opportunity, Inc. Shredding Agreement - Health Department

v. Pitney Bowes Equipment and Software Agreement - Health Department

vi. Preferred Business Systems Annual Maintenance Agreement - Health Department

vii. Quadient/Mail Finance Postage Meter Equipment and Postage Agreement - Election Board.

viii. Standley Systems Maintenance Agreement - Health Department

ix. VIP Voice Services Telecommunications Agreement - Health Department

 

10. Discussion and possible action to approve J/P Number 30474(04), Project SST-219D(109)CI for roadway staking of new right-of-way line for utilities from Meshek & Associates, LLC in District #2.

 

11. Discussion and possible action to consider disposal of equipment, surplused on July 24, 2023, Resolution #2023-115, for the Creek County Highway District #2 - Leon Warner, Commissioner.

 

12. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

13. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from East Central Electric Cooperative in the amount of $85.57, as credit for capital credits generated when East Central Electric Cooperative revenue exceeds costs, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

14. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Insurance account (0001-1-2300-1222/R4) with funds from Benefit Resources, Inc., in the amount of $735.45, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

15. Discussion and possible action to consider approving a utility permit request from Duge Barnhart to cross West 206th Street South in Section 13, Township 16 North, Range 11 East in District #1.

 

16. Discussion and possible action to consider approving a utility permit request from AT&T-Oklahoma to cross West 91st Street South approximately 2.34 miles north of State Highway 66 in District #3.

 

17. PROPOSED EXECUTIVE SESSION (per 25 O.S. § 307(B)(4)): Discussion of confidential communications between the Board and the District Attorney's Office concerning terms of amendments to a proposed agreement for public improvements with Cornerstone Church and the City of Bristow that, upon advice of counsel, disclosure will seriously impair the ability of the County to process its proceeding in the best interest of the public.

 

18. Discussion and any possible action necessary concerning the terms of amendments to a proposed agreement for public improvements with Cornerstone Church and the City of Bristow resulting from the above executive session discussion

 

19. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to make changes to ARPA 2021 chart-of-account numbers for water and sewer projects.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.

 

20. PROPOSED EXECUTIVE SESSION (per 25 O.S. § 307(B)(1)): Discussion of the employment, hiring, appointment, promotion, demotion, disciplining, or resignation of the individual salaried employee of the Board of County Commissioners, the Project Manager.

 

21. Possible action regarding the employment, hiring, appointment, promotion, demotion, disciplining, or resignation of the individual salaried employee of the Board of County Commissioners, the Project Manager.
