 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on January 16, 2024.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Consider and take action with respect to a Resolution of the Board of County Commissioners of Creek County, Oklahoma (the "County") approving the incurrence of indebtedness by the Creek County Educational Facilities Authority (the "Authority") issuing its Educational Facilities Lease Revenue Bonds, Series 2024 (Sapulpa Public Schools Project) (the "Bonds"); providing that the organizational document creating the Authority is subject to the provisions of the Bond Indenture authorizing the issuance of said Bonds; waiving competitive bidding and authorizing the sale of said Bonds by the Authority at negotiated sale and at a price less than par; approving the forms of a Continuing Disclosure Agreement and an Official Statement relating to the Bonds; authorizing the execution of all necessary documents, and containing other provisions relating thereto.

 

8. Discussion and possible action to consider rezoning/lot split cases CCZ-2126 and CCLS-2939; Applicant, James Barnett, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home to allow a lot split located at 16606 West King Street, Sapulpa - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning/lot split cases CCZ-2127 and CCLS-2941; Applicants, Shane and Edina Thomas, request approval of rezoning from Agriculture zoning to Residential Manufactured Home to allow a lot split located at 19423 Slick Road, Kellyville - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider rezoning case CCZ-2129; Applicant, Thomas Johnson, requests approval of rezoning from Agriculture zoning to Residential Manufactured Home to allow one manufactured home located at the southwest corner of Fourth Street and Cork Avenue, Shamrock - Wendy Murray, Planning Office.

 

11. Discussion and possible action to consider case CCFP-2023-03; Duck Creek Estates; Applicant, David Henke, requests approval of a final plat for a residential subdivision "Duck Creek Estates", consisting of 20 tracts on 80 acres, subject tract is located at 19363 South 49th West Avenue, Mounds - Wendy Murray, Planning Office.

 

12. Discussion and possible action to consider case CCPP-2023-07; White Horse Hills; Applicant, Outback Investments, requests approval of a preliminary plat for a residential subdivision "White Horse Hills", consisting of 26 tracts on 80 acres, subject tract is located at 49301 West 271st Street South, Stroud - Wendy Murray, Planning Office.

 

13. Discussion and possible action to consider case CCPP-2023-06; Hilltop Estates; Applicant, Bart C. James, requests approval of a preliminary plat for a residential subdivision "Hilltop Estates", consisting of 13 tracts on 40 acres, subject tract is located at 39266 West 141st Street South, Bristow - Wendy Murray, Planning Office.

 

14. Discussion and possible action to award sealed bids for purchase of one or more used single drum smooth rollers for Creek County, Bid #24-12.

 

15. Discussion and possible action on signing a resolution to support the Heart of Route 66 Auto Museum expansion efforts.

 

16. Discussion and possible action to consider the disposal of equipment surplused on August 21, 2023, and September 5, 2023, for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

17. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Sheriff's Office - Bret Bowling, Sheriff.

 

18. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Insurance fund (0001-2-2300-1222/R4) with a check from Westlake Ace Hardware in the amount of $15.99, as reimbursement for a credit balance, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

19. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Sheriff's Capital Outlay account (1226-2-0400-2005/SSF2) with funds from ACCO in the amount of $32,398.50 from ACCO as reimbursement for damages to a sheriff vehicle which occurred on October 2, 2023, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

20. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to cross 6317 South 42nd West Avenue approximately 1.18 miles south and 1.88 miles west of the US 75 and State Highway 66 junction in District #2.

 

21. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
