AGENDA
1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on April 14, 2025.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion and presentation of Opioid Abatement Grant with Family and Children's Services, Human Skills and Resources, Creek County Youth Services, CREOKS, Creek County Health Department, and Lifegate regarding the opioid abatement settlement grant administered by the Oklahoma Attorney General's Office.
8. Discussion and possible action to let for sealed bid for the commonly used items, bid #25-14.
9. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.
10. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to cross West 91st Street South approximately 0.96 miles west and 0.78 miles north of the State Highway 97 and State Highway 66 junction in District #1.
11. Discussion and possible action to consider approving a utility permit request from FiberLink, LLC to parallel and cross West 81st Street South starting at South 177th West Avenue traveling east to South 161st West Avenue in District #2.
12. Discussion and possible action to consider extending a utility permit request from Cox Communications to cross and parallel West Line Street, Route 66, and South Wickham Road approximately 1.09 miles north of the Turner Turnpike in District #3, for 30 more days.
13. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
14. Consider/Action Re: Discussion and possible vote to enter into Executive Session pursuant to 25 O.S., Section 307(B)(4) to discuss with counsel all aspects of pending litigation, including upcoming settlement conference in Ronnie Dwayne Smith v. Bret Bowling, et al., Case No. CIV-20-422-JFH-CDL, filed in the Northern District of Oklahoma, on the advice of and at the request of counsel. Public disclosure of these confidential communications would seriously impair the ability of the Board and its attorney to properly process and defend itself in litigation. Counsel may appear telephonically.
15. Consider/Action Re: Possible Executive Session pursuant to 25 O.S., Section 307(B)(4) to discuss with counsel all aspects of pending litigation, including upcoming settlement conference in Ronnie Dwayne Smith v. Bret Bowling, et al., Case No. CIV-20-422-JFH-CDL, filed in the Northern District of Oklahoma, on the advice of and at the request of counsel. 16. Consider/Action Re: Discussion and possible vote, in public forum, to adjourn Executive Session and reconvene in Open Session. Counsel may appear telephonically.
17. Consider/Action Re: Discussion and possible vote on actions related to pending litigation in Ronnie Dwayne Smith v. Bret Bowling, et al., Case No. CIV-20-422-JFH-CDL, filed in the Northern District of Oklahoma, with counsel. Counsel may appear telephonically.
