1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on July 14, 2025.

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

7. Discussion and possible action to consider approval or disapproval and/or renewal of the following contracts for the 2025-2026 fiscal year:
i. Cherokee Nation, Tahlequah Juvenile Detention Contract
ii. Muscogee Nation, Okmulgee, Juvenile Detention Contract
iii. Mayes County Juvenile Detention Juvenile Detention Contract
iv. Okfuskee County Juvenile Detention Contract
v. Creek County Rural Water District #5 Inter-cooperative Agreement

8. Discussion and possible action on using Use Tax Fund to pay insurance invoices.

9. Discussion and possible action to use Use Tax Fund for Lake Access Grants to be reimbursed for Districts #1 and #3.

10. Discussion and possible action regarding changing the fee schedule for the planning and zoning office - Wendy Murray, Planning Office.

11. Discussion and possible action to award or deny bid #25-20 remove and replace air conditioners, Creek County Jail.

12. Discussion and possible action to open sealed bids for the custom fabrication and installation of shelving and chain link fence installation, bid #25-21.

13. Discussion and possible action to consider applying for the 2026 SAFE Oklahoma grant for the Sheriff's Office.

14. Discussion and possible action to approve 35957(04) Creek D3 Industrial Access Project, SAP-219D(096), Jones Memorial Airport for District #3.

15. Discussion and possible action to approve State Utility J/P #32295, Guy Engineering Invoice #1538-01, for ROW Acquisition in District #3.

16. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.

17. Discussion and possible action to consider changing Requisitioning Officer's name from Kyra McElroy to Kyra Penny for the Creek County Health Department accounts (1216-3-5000-1110/MD1A; 1216-3-5000-1310/MD1C; 1216-3-5000-2005/MD2; 1216-3-5000-2999/MD4; 1216-3-5000-4110/MD3).

18. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to cross South 33rd West Avenue approximately 1.74 miles south and 1.04 miles west of the US 75 and State Highway 364 junction in District #1.

19. Discussion and possible action to consider approving a utility permit request from Cox Communications to cross South 209th West Avenue approximately 0.51 miles north of the West 71st Street junction in District #2.

20. Discussion and possible action to consider approving a utility permit request from Cox Communications to cross South 276th West Avenue approximately 0.83 miles northwest of the South 263rd West Avenue junction in District #2.

21. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
