The Board of County Commissioners of Creek County (BOCC) met in Regular Session on Tuesday, May 27, 2025 at 9:00 a.m., date and time duly posted.
Item #1: Meeting was called to order at 9:00 a.m. by Chairman, Stephens. Roll Call Stephens present, Moore present, Whitehouse present.

Item #6: NO DISCUSSION of new business. (In accordance with the Open Meetings Act, Title 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting agenda.)
Item #7: Motion was made by Stephens and seconded by Whitehouse to approve sponsoring the Opioid Entities Family and Children's Services, CREOKS, LifeGate Freedom Recovery Ministries, and Human Skills and Resources to submit an application for Opioid Grant for FY2025-2026. Stephens stated that Dana has setup an account to be the Administrator and will work with Ashley to enter the grant information into the system. I am not comfortable with giving access to anyone outside the county, the county wants to make sure all guidelines are being met and there is oversight in what is enter under the counties account. Mortazavi stated that the entities will be here on June 2, 2025 to present their application to the Board for approval to submit to the Attorney General's Office. Mortazavi stated we need to make sure we have a Sponsor letter signed by the board, to submit with the application. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #8: Motion was made by Whitehouse and seconded by Moore to sign Resolution#2025-54 rezoning case CCZ-2165-Tom Wickliffe per recommendations of CCPC. Rezoning from Light Residential District to Agricultural District to allow existing agricultural use. Tract is surrounded by Agricultura and the owner was not aware that it was zoned Light Residential when purchased. The ten-acre tract will meet all requirements. There has been no opposition. Applicant is present. The CCPC recommended approval on 5/20/25, along with the Planning Office. Property located at 14065 W. 81st St. S. Sapulpa, OK 74066.-Wendy Murray, Planner. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #9: Motion was made by Whitehouse and seconded by Moore to approve Resolution#2025-55 rezoning CCZ-2164 and lot split CCLS-3041-Kimberly Legrand per recommendations of CCPC. Rezoning from Agricultural District to Light Residential District to allow lot split. Tract 1 will contain 2.34 acres more or less and contains an existing home. Tract 2 will contain 1.89 and is vacant at this time. Both tracts will meet all requirements in Light Residential. Tracts are surrounded by Agricultural and Residential Manufactured Home District. There has been no opposition. Applicant is present. The CCPC recommended approval on 5/20/25, along with the Planning Office. Property located at 18202 S. 89th W. Avenue Mounds, OK.-Wendy Murray, Planner. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #10: Motion was made by Whitehouse and seconded by Moore to approve Resolution#2025-56 rezoning CCZ-2164 and lot split CCLS-3043-Hunter and Wayne Parker per recommendations of CCPC. Rezoning from Agricultural to District to Light Residential to allow lot split. Tract 1 will contain 1.74 acres more or less and has an existing home and barn. Tract 2 will contain 1.25 acres more or less and is vacant. Tracts are surrounded by Light Residential and Agricultural. Applicant would like the son to have tract 2. There has been no opposition. Applicant is present. The CCPC recommended approval on 5/20/25, along with the Planning Office. Property located at 9533 W. 163rd St. S. Sapulpa, OK 74066.-Wendy Murray, Planner. Item #11: Motion was made by Whitehouse and seconded by Moore to sign Resolution#2025-57 rezoning CCZ-2166-Cartwright Companies per recommendations of CCPC. Rezoning from Agricultural District to Commercial District to allow HVAC business and Retail spaces. Tract contains 6.48 acres more or less. Applicant would like to move his HVAC business and have some retail stores. There has been no opposition. Applicant is present. The CCPC recommended approval on 5/20/25, along with the Planning Office. Property located at 7537 Hilton Rd Sapulpa, OK 74066.-Wendy Murray, Planner. Item #12: Motion was made by Moore and seconded by Whitehouse to sign Resolution#2025-58 directing the Creek County Treasurer to credit the Opioid Abatement Opioid Abatement Settlement, Distributors Settlement Fund 1251-3-6701-2005 with a check from Milestone & Co., LLC in the amount of $29,676.97, as Pre-Appeal Allocation Entity, minus 15% for Attorney Fees, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #13: Motion was made by Stephens and seconded by Moore to approve Utility Permit from ONE Gas Inc per County Specs for natural gas pipeline by boring, size of line ¾", to cross S. 33rd W. Avenue approximately 1.74 miles S. & 1.05 miles W. of Jct. US 75 & SH 364, further described as 1640' S. of the N.E. corner of Section 4, T17N, R12E in District #1. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #14: Amended motion was made by Whitehouse and seconded by Moore to approve Utility Permit from City of Sapulpa per County Specs extending from 30-days to 90-days for 12" sanitary sewer, by open trench, size of line 12" PVC, to cross and parallel Albert Lewis Ward St. (Creek Turnpike) in Section 29, T18N, R12E in District #1 and District #3. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #15: Motion was made by Whitehouse and seconded by Moore to approve Utility Permit from Mid America Pipeline Construction per County Specs for existing pipeline, by excavation/work on anemology of existing pipeline within the County Right-of-Way off of E0880 Rd approximately .32 miles W. of S. 481st W. Avenue, further described as 1700' E. of the N.E. corner of Section 35, T15N, 7E in District #3. Vote as follows: Stephens- Aye, Moore - Aye, Whitehouse - Aye.
Item #16: Discussion and possible action regarding the American Recovery Plan 2021 funds directed to Creek County by the federal government. None at this time.
