Notice is hereby given that the Creek County Board of County Commissioners on behalf of the Rural Water District No. 1, Creek County, Oklahoma hereinafter called the "District" or "Owner" will receive sealed written bids from qualified bidders at the Creek County Clerk's Office located at 317 E Lee Room 100 in Sapulpa, Oklahoma, until 8:59 am (CST) on the 11th day of March 2024. The bids will be publicly opened during the Board of County Commissioners meeting in the commissioner's conference room 200 beginning at 9:00 am. Bids shall remain valid for 60 days from bid opening. Each BID must be submitted in a sealed envelope, addressed to Creek County Clerk 317 E. Lee Ave. Room 100, Sapulpa, Oklahoma 74066. Each sealed envelope containing a BID must be plainly marked on the outside as BID #24-13/ARPA #1566-5.11-7039-4110 for 10" Pipeline Addition from Bluebell Tank to Highway 33 and the envelope should bear on the outside the name of the BIDDER, his address, his license number, if applicable.

(Located from 11350 S 227th W. Ave to the intersection of S 225th W Ave & HWY 33)
Brief Project Description: Installation of approximately 4,568 linear feet of 10-inch diameter waterline to replace 6" and 2" diameter waterlines and reconnection of all existing water service connections.
All work shall be performed, and all construction and material used and furnished shall be in accordance with the Plans, Specifications and contract documents prepared by Bartlett & West, Inc., Telephone 918.937.4380, and on file in the office of the District Manager for the Creek County Rural Water District 1, Creek County, Oklahoma, and Creek County Clerk's office.

$20 for an electronic (pdf) set of bid documents or $50 for a hard copy (paper copy) set of bid documents. No partial sets of bid documents will be made available.

Each bidder shall accompany his original bid with a certified or Cashier's Check on a solvent bank located in Oklahoma or a Bidder's Bond, in the amount of five (5) percent of the amount bid, and the same will be retained by the County on behalf of the District until the successful bidder has entered into a written contract with the Owner and a satisfactory performance bond has been furnished. The bid deposit of the unsuccessful bidders will be returned upon the execution of the Contract and required bonds.
Each bidder shall accompany his bid with a sworn statement in writing that the Bidder has not directly or indirectly entered into an agreement, expressed, or implied, with any other bidder concerning the price or amount of such bid or any bids, the limiting of the bids or bidders, the paying to anyone any money for promotion expenses, the parceling or farming out to any bidder or bidders or other persons of any part of the contract or any part of the subject matter of the bid or of the profits thereof.
Construction, Maintenance and Statutory Payment Bonds in the amount of 100% of the contract price with a Corporate Surety licensed in Oklahoma and approved by the Owner and Engineer, will be required for the faithful performance of the contract, and the bidder shall state in the proposal the name and address of the Surety or Sureties who will issue this bond in case the contract is awarded to him. The Maintenance Bond required will guarantee the repair of all damage due to improper materials or workmanship for a period of one (1) year after the acceptance of the work by the Owner.
Contract to be awarded to the lowest responsive responsible bidder after evaluation and recommendation by Bartlett & West, Inc.
The Owner reserves the right to waive any informality in the bidding.
The County reserves the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act.
Conditional bids shall not be accepted.
This project is to be financed by the ARPA grant program.
