Notice is hereby given that the Creek County Board of County Commissioners on behalf of the Town of Mounds, Oklahoma, Municipal Authority, Oklahoma hereinafter called the "Town" or "Owner" will receive sealed written bids from qualified bidders at the County Clerk's Office located at 317 E Lee, Room 100, in Sapulpa, Oklahoma, until 8:59 AM (CST) on the 8th day of May, 2023.  The bids will be publicly opened during the Board of County Commissioners meeting in the commissioner's conference room beginning at 9 AM. Bids shall remain valid for 60 days from bid opening. Electronic bid submission will not be accepted.

 

TOWN OF MOUNDS SEWER MAIN AND LATERAL LINES REPLACEMENT

 

Brief Project Description:  Digging, and removal and replacement of the sewer laterals in specified locations and alleys of Town of Mounds owned property or easements.  Removal of old clay lines and disposal of debris, and replacing with new PVC lines and service line connections to existing services or stubbing out to vacant lots, back filling and clean up, a leveling of dirt work. Will require minimal saw cutting of existing asphalt, pavement, and replacement.

 

All materials will be supplied by the Town of Mounds.  All work shall be performed in accordance with the Plans, Specifications, and contract documents prepared by the Town of Mounds, Phillip Greer, PWA Superintendent, telephone 918-830-0374, and on file in the office of the City Clerk for the Town of Mounds, Oklahoma and Creek County Clerk's office.

 

The Notice of Bidders, Form of Bid, Form of Contract, Plans and Specifications, Forms of Bid bond, Performance and Statutory Payment Bond, and other Contract Documents may be examined at the following:

1. City Clerk's Office, Town of Mounds, located at 15 W 14th Street, Mounds, Oklahoma.

2. Creek County Clerk's Office, 317 E Lee Street, Room 100, Sapulpa, Oklahoma.

 

A complete set of Plans and Specifications for prospective bidders may be obtained at Mounds City Hall, 15 W 14th Street.

 

Each Bidder shall accompany his original bid with a certified or Cashier's Check on a solvent bank located in Oklahoma or a Bidder's Bond in the amount of five (5) percent of the amount of bid, and the same will be retained by the County on behalf of the Town until the successful bidder has entered into a written contract with the Owner and a satisfactory performance bond has been furnished.  The bid deposit of the unsuccessful bidders will be returned upon the execution of the Contract and required bonds.

 

Each bidder shall accompany his bid with a sworn statement in writing that the Bidder has not directly or indirectly entered into an agreement, expressed or implied, with any other bidder concerning the price or amount of such bid or any bids, the limiting of the bids or bidders, the paying to anyone any money for promotion expenses, the parceling or farming out to any bidder or bidders or other persons of any part of the contract or any part of the subject matter of the bid or of the profits thereof.

 

Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price with a Corporate Surety licensed in Oklahoma and approved by the Owner, will be required for the faithful performance of the contract, and the bidder shall state in the proposal the name and address of the Surety or Sureties who will issue this bond in case the contract is awarded to him.  The Maintenance Bond required will guarantee the repair of all damage due to improper materials or workmanship for a period of one (1) year after the acceptance of the work by the Owner.

Contract to be awarded to the lowest responsive responsible bidder after evaluation and recommendation by the Town of Mounds Public Works Superintendent.

 

This project is being supported, in whole or in part, by federal award number 21.027 awarded to Creek County by the U.S. Department of the Treasury." Entities must be registered in SAM.gov and have a valid UEI number before entering into a contract for this project.  Information for this process can be found at SAM.gov.

 

The County procurement process is an open process that allows all business owners to participate regardless of race, color, natural origin or sex and we encourage minority and women-owned business to bid on any of our projects.

 

A Mandatory Pre-Bid Conference will be held for this project in the Community Center at 15 W 14th St at 10:00 am on the 24th day of April, 2023, in Mounds, Oklahoma.

 

The Owner reserves the right to waive any informality in the bidding.

 

The County and City reserve the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act.

 

Conditional Bids shall not be accepted.
