The Board of County Commissioners of Creek County (BOCC) met in Regular Session on Monday, November 28, 2022 at 9:00 a.m., date and time duly posted.
Item #1: Meeting was called to order at 9:00 a.m. by Chairman, Newt Stephens, Jr. Roll Call Stephens present, Warner present, Whitehouse present.
Item #2: Statement of compliance with open meetings act-Chairman.
Item #3: Commissioner Stephens led the Pledge of Allegiance and Invocation.
Item #4: Motion was made by Warner and seconded by Whitehouse to approve the minutes of November 21, 2022. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.

Item #6: DISCUSSION of new business. (In accordance with the Open Meetings Act, Title 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting agenda.) Whitehouse updated the Board on a possible Utility Permit request that was received Wednesday, for an oversized load. The company will be re-routing the load to Main St, avoiding the County Roads.
Item #7: Motion was made by Stephens and seconded by Whitehouse to Accept Bid#23-4 6 Month Bridge & HWY Materials and Professional Services and pass for two weeks until 12/12/22 for review. Bids submitted by Johnny Carr Grading & Bulldozing, Sunbelt Equipment & Supply Co., Quapaw Company, Anchor Stone Company, Railroad Yard, Xcessories Squared, APAC-Central Inc., Fensco Inc., Warren Cat, Mike Wofford Trucking & Grading LLC, DP Supply, Road Safe Traffic Systems, Wilson Culverts Inc., Dub Ross Company Inc., Stewart Stone Inc., Leo Hicks Creosoting Company Inc. Item #8: Motion was made by Stephens and seconded by Warner to let for Bid#23-7 Record Indexing of Scanned Documents for the County Clerk to be opened 12/28/22. Jennifer Mortazavi, County Clerk stated we have the bid ready to submit with proper Buy America language, per the Federal Guidelines. We will be submitting to seven companies, I have setup a pre-bid meeting, as well to answer questions and for the companies to be able to access all records being requested. Stephens asked about the exporting of documents, Mortazavi discussed that the companies being solicited have worked with Kellpro and will have to continue to work with Kellpro to get the right codes and commands, for the information to upload back into the Kellpro system. There will be additional costs for uploads, that the County Clerk's Office will pay. We want to provide the county with the updates once a month, so we can continue to make the records more accessible. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #9: Motion was made by Stephens and seconded by Whitehouse to sign Resolution#2022-167 surplussing a 12' 33-point Befco Batwing Mower ID#37, Serial #264726 and 88 Misc. Lights from replacement upgrades for the Fairgrounds and Resolution#2022-167A disposing of the same to be auctioned off. Jana Thomas, Purchasing Agent reviewed the publication requirements being two consecutive weeks, before it goes to auction. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #10: Motion was made by Warner and seconded by Whitehouse to approve Utility Permit from Oklahoma Natural Gas Company per County Specs for natural gas pipeline, by boring, size of line ¾" & 2", to cross and parallel S. 69th W. Ave approximately 1.69 miles W. & 1.29 miles S. of US HWY 244 & Gilcrease Expr., further described as 2,150' S.W. of the N.E. corner of Section 6, T18N, R12E in District #2. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #11: Discussion and possible action regarding the American Recovery Plan 2021 funds directed to Creek County by the federal government. (1) Stephens stated there are no bridge or road projects at this time.
