1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on October 17, 2022.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to allow Sapulpa Main Street to use Courthouse complex parking area for holiday lighting event to be held on November 3, 2022 - Cindy Lawrence, Sapulpa Main Street.

 

8. Discussion and possible action to consider rezoning/lot split cases CCZ-2092 and CCLS-2855; Applicant, Thomas Dunagan, requests approval of rezoning from Agricultural to Light Residential to allow a lot split located on 8334 South 81st West Avenue in Tulsa - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider case CCFP-2022-02; Applicant, Daniel Hamra, requests approval of a final plat for a subdivision "Frankoma Industrial Park" containing approximately 1 Block, 10 lots and 1 reserve on 15.613 acres m/l located at the Southwest Corner of Highway 166 and Frankoma Road in Sapulpa - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider placing up to a 14-day burn ban in Creek County, beginning October 27, 2022, pursuant to 2 O.S. § 16-2.

 

11. Discussion and possible action on applying for an industrial access grant with ODOT for District #2 - Leon Warner, Commissioner.

 

12. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Election Board - Joy Naifeh, Secretary.

 

13. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Emergency Management - Covey Murray, Director.

 

14. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Treasurer's Office - Don Engle, Treasurer.

 

15. Discussion and possible action to consider signing Agreement between the Organized Crime Drug Enforcement Task Forces (OCDETF) Program and the Sheriff's Office.

 

16. Discussion and possible action to consider approving a utility permit request from OCSI dba TDS Telecom to parallel West 141st Street South east of the South 177th West Avenue point in District #1.

 

17. Discussion and possible action to consider approving a utility permit request from Tim Staton to cross Kellyville-Slick Road approximately 0.9 mile east of the county gravel pit on Highway 16 in Districts #1 and #3.

 

18. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross South 161st West Avenue approximately 3.40 miles west and 1.86 miles north of the State Highway 97 and State Highway 66 junction in District #2.

 

19. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross West 71st Street South at 11181 West 71st Street South in District #2.

 

20. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider modifying the request for vehicles and upfit from the District Attorney's Office from December 2021 due to a change in upfit installation vendor and increased upfit prices.
  • Discussion and possible action to consider using ARPA funds for the purchase of AED units and first aid kits for the fairground facilities.
  • Discussion and possible action to consider using ARPA funds for a 2" asphalt overlay on the Courthouse Complex.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
