The Board of County Commissioners of Creek County (BOCC) met in Regular Session on Monday, August 22, 2022 at 9:00 a.m., date and time duly posted.

Item #6: NO DISCUSSION of new business. (In accordance with the Open Meetings Act, Title 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting agenda.)
Item #7: Motion was made by Warner and seconded by Whitehouse to sign Resolution#2022-126 rezoning request CCZ-2086 and lot split CCLS-2827 Steven Dugan-Venture Group LLC per recommendations of CCPC. Rezoning from Agricultural District to Light Residential to allow lot split. Tract 1 will contain 1.25 acres more or less. Tract 2 will contain 1.25 acres more or less. Both tracts will meet the requirements. Murray stated the tracts will have homes built on them. There has been no opposition. Applicant is present. The CCPC recommended approval on 8-16-22, along with the Planning Office. Property located at Maple Drive Kellyville, OK.-Wendy Murray, Planner. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #8: Motion was made by Warner and seconded by Whitehouse to sign Resolution#2022-127 rezoning request CCZ-2090-Gary and Diane Gloden per recommendations of CCPC. Rezoning from Residential Manufactured Home District to Agricultural District to allow Agricultural Use. Tract contains 10 acres more or less and will meet all requirements. Murray stated back in 1982, this was rezoned to RMH and they would like to utilize the property for ag use. We did receive one phone call inquiring if this was going to be a grow house. Murray stated it is not. Applicant is present. The CCPC recommended approval on 8-16-22, along with the Planning Office. Property located at 16606 S. 97th W. Avenue Sapulpa, OK 74066-Wendy Murray, Planner. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #9: Motion was made by Warner and seconded by Whitehouse to sign Resolution#2022-128 rezoning request CCPP-2022-03 and CCZ-2088-April Vaughn-B B Oaks Development per recommendations of CCPC. Rezoning from Light Residential District to Agricultural District to allow single family dwelling subdivision. Murray stated applicant requests that the Board pass for one month the approval of Preliminary Plat of Oak Timber. Murray stated this was previously rezoned from Agricultural District to Light Residential with PUD-2018 and never developed. There are similar rezones in the area. This is a proposed 40-acre development with 1 Block and 12 lots. Applicant is present. The BOA approved a variance on 8-16-22 for the two structures. We have had inquiries about the development of the subdivision and the tract sizes. The CCPC recommended approval on 8-16-22 on rezone only, along with the Planning Office. Property located at 7505 S. 49th W. Avenue in Tulsa, OK. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #10: Motion was made by Warner and seconded by Whitehouse to sign Resolution#2022-129 rezoning request CCPP-2022-04-Daniel Hamra per recommendations of CCPC. Preliminary Plat for subdivision Frankoma Industrial Park containing 1 Block and 10 Lots and 1 Reserve on 15.613 acres more or less. Murray stated in 2020 this was rezoned from Agricultural District to Industrial District. CCZ-2006 also rezoned to Industrial District. This tract just finished the environmental cleanup and has restrictions on what can be placed on the property. Murray stated the applicant is going to sell and lease the lots. There are similar rezones in the area. There has been no opposition. Applicant is present. The CCP recommend approval on 8-16-22, along with the Planning Office. Stephens stated this would be a good fit for the area. Property located at the Southwest corner of Highway 166 and Frankoma Road Sapulpa, OK 74066.-Wendy Murray, Planner. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #11: Motion was made by Warner and seconded by Whitehouse to approve the changing of fee schedule for the Planning and Zoning Office for certified mailings from $7.00 to $8.00, per mailing. Wendy Murray, Planner stated with the rising cost of postage, ink and leasing of postage machine we are needing to increase our certified mailing fee. Murray stated everything they mail is certified, we are hoping this will off-set some of the expenses. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #12: Motion was made by Warner and seconded by Whitehouse to sign the Cooperative Extension Services Agreement between the State and the County for fiscal year 2022-20223, in the amount of $197,865.00. Andrew Goforth, stated this is the yearly contract, they have to wait until the budgeted numbers are approved, before they send the contract. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #13: Motion was made by Warner and seconded by Whitehouse to sign and approve the Schedule of Expenditures of Federal Awards for FY2021-2022, to be submitted to the Oklahoma State Auditor's Office. Goforth and Dana Logsdon stated they had reviewed the Trash Cop grant and it is not tied back to a federal grant. This is through DEQ and EPA. It is just through the State, this was also verified by Jana Thomas, Purchasing Agent. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #14: Motion was made by Stephens and seconded by Whitehouse to sign Resolution#2022-130 surplussing two Watch Guard Vista HD WIFI body cameras INV#942 and INV#947 Serial number WFC1-103227 and WFC-103209 and Resolution#2022-130A disposing of the same to be traded in for new ones due to the camera's being under warranty. Bret Bowling stated the cameras have been damaged, due to being under warranty, we can exchange for new ones. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #15: Motion was made by Stephens and seconded by Whitehouse to sign Resolution#2022-131 surplussing 1 Blk HON 3 drawer lateral file cabinet, 2 Chocolate Brown HON 2 drawer lateral file cabinets, 1 Gray HON 2 drawer lateral file cabinets, 1 Tan HON 2 drawer lateral file cabinets, 1 Off-White HON 2 drawer lateral file cabinets and a HON L&M Office DBL Pedestal Desk INV#F105.334 and Resolution#2022-131A disposing of the same to various county offices and the desk to be junked. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #16: Motion was made by Whitehouse and seconded by Warner to approve Utility Permit from East Central Electric Cooperative per County Specs extending from 30 days to 90 days for fiber optic plant, by boring and trenching, size of line 1 ¼", to parallel and cross various locations in District #3. Whitehouse stated this is going to be good for our area. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.
Item #17: Discussion and possible action regarding the American Recovery Plan 2021 funds directed to Creek County by the federal government. Goforth stated there are no new updates. The Board stated there were no new Road and Bridge projects. Stephens stated we are finishing up Graceland and Maple Drive.
Item #18: DISCUSSION ONLY/NO ACTION regarding establishing a yearly employee review process for Board employees. Warner presented the Board with examples of employee evaluations used for other companies; we are a bit different. I would like to ask that each one review and provide input, to come up with a form to utilize for evaluation process. Stephens stated this is a start, let's put this back on 9/12/22, to give us time to review and consult with Goforth, as well.
