1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 22, 2022.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion, public hearing, and possible action regarding the addition of the platted roads in Graceland Ranchettes and Whipporwill Estates additions to the county road system in District #1.
8. Discussion and possible action to consider allowing Sapulpa Main Street to use the Courthouse parking lot for the Route 66 Blowout on September 10, 2022 - Cindy Lawrence.
9. Discussion and possible action to let for sealed bid for 3-month railroad tank car-culverts, bid #23-1.
10. Discussion and possible action to let for sealed bid for 3-month asphalt and emulsion products and services, bid #23-2.
11. Discussion and possible action to sign seller's agreement to sell surplus equipment on Bidadoo public auction marketplace and create e-bay accounts to allow equipment purchases on Bidadoo public auction marketplace.
12. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Clerk's Office - Jennifer Mortazavi, County Clerk.
13. Discussion and possible action to consider surplus and disposal of equipment for the Creek County Highway District #2 - Leon Warner, Commissioner.
14. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross Lone Star Road approximately 2.19 miles south and 1.04 miles west of the U.S. 75 Alternate and State Highway 117 junction in District #1.
15. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross South 120th West Avenue approximately 3.33 miles north and 0.86 miles west of the S.H. 97 and S.H. 166 junction in District #2.
16. Discussion and possible action to consider approving a utility permit request from Cox Communications to parallel South 80th West Avenue approximately 0.07 miles southwest of the West 61st Street and U.S. Route 66 junction in District #2.
17. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
- Discussion and possible action to consider using ARPA funds on road and bridge projects.
18. Discussion and possible action to consider recessing the meeting until 1:30pm for items below.
19. PROPOSED EXECUTIVE SESSION (per 25 O.S. § 307(B)(4)): Discussion of confidential communications between the Board, its contract attorney, Brad Barron, and the District Attorney's Office concerning opioid litigation that, upon advice of counsel, disclosure will seriously impair the ability of the County to process the action in the best interest of the public.
20. Discussion and any possible action necessary concerning opioid litigation resulting from the above executive session discussion.
