1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on June 20, 2022, and special meeting minutes for special meeting held on June 15, 2022.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action to consider rezoning/lot split cases CCZ-2081 and CCLS-2821; Applicant, Jim LaRue, requests approval of rezoning from Agricultural to Light Residential to allow a lot split located on S 241st W Ave., Sapulpa

 

8. Discussion and possible action to consider rezoning/lot split cases CCZ-2082 and CCLS-2824; Applicant, Country Investment/Ramey 2000, requests approval of rezoning from Agricultural to Light Residential on Tract 1, Tract 2, and Tract 3 to allow a lot split located at 17421 South 145th West Avenue in Sapulpa - Wendy Murray, Planning Office.

 

9. Discussion and possible action to consider rezoning case CCZ-2083; Applicants, Joshua Boyer and Carl Winn, request approval of rezoning from an Agriculture District to Commercial District to bring an existing retail store and restaurant into compliance located at 36921 West Highway 66 in Bristow - Wendy Murray, Planning Office.

 

10. Discussion and possible action to consider rezoning cases CCPW 2022-01 and CCLS-2823; Applicant, John Malloy, requests approval of a plat waiver to allow a lot split with a 35-foot easement to Tract 2, located at 4600 South 289th West Avenue - Wendy Murray, Planning Office.

 

11. Discussion and possible action on presentation by the City of Oilton for sewer and water project using ARPA funds.

 

12. Discussion and possible action to consider choosing a payment option for the ACCO-SIG Property and Liability renewal quote for Creek County for fiscal year 2022-2023.

 

13. Discussion and possible action regarding making changes to the Payroll Policy within the Creek County employee handbook.

 

14. Discussion and possible action to award sealed bid for installation of a new security camera system at the Creek County Juvenile Justice Center, Bid #22-12.

 

15. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Treasurer's Maintenance and Operations fund (0001-1-0600-2005) with $1,487.00, from Dynamic Recruiting Specialist, LLC reimbursement for a misapplied payment, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

16. Discussion and possible action to consider approving a utility permit request from Oklahoma Natural Gas Company to cross West 78th Street approximately 1.43 miles north and 0.86 miles east of the State Highway 66 and State Highway 364 in District #2.

 

17. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #2 to cross South 97th West Avenue north of the West 151st and South 97th West Avenue junction in District #1.

 

18. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

-Discussion and possible action to consider using ARPA funds on road and bridge projects.

-Discussion and possible action to consider using ARPA funds for purchasing four sheriff vehicles and upfitting each vehicle.
